If you are using another browser, you will need viewing software that allows you to enlarge the image. Windows Picture and Fax Viewer works very well with the JPG versions. Save the file to your desktop before opening.
Timelines for both Phase 1 and Phase 2 have not been defined. Basic advice: if you have a well or septic problem, fix it. Don't count on this project to finish any time soon.
